Taicang City has been thoroughly implementing the requirements of the "National New-Type Urbanization Plan (2021-2035)". Guided by the "Guiding Opinions on Promoting the Construction of Urban Underground Utility Tunnels" (Guo Ban Fa [2015] No. 61) issued by The General Office of the State Council, it has been actively developing trunk utility tunnels based on functional demands, rationally laying out the utility tunnel system, and coordinating the laying of various pipelines.

Formulate a special plan and act after careful consideration. The organization has compiled the "Series of Municipal Specialized Planning and Design Projects for Loujiang New Town". Based on the recent construction conditions, the construction sequence of the comprehensive pipe gallery has been determined. A total of approximately 9.4 kilometers of pipe gallery will be constructed in the near future. Take planning as the key point to pre-control the land use for municipal facilities in advance, develop in coordination with the surrounding municipal system, and build underground utility tunnels to high standards and requirements.

Expand financing channels and cultivate good experimental fields. The underground utility tunnel and supporting project of Taicang Avenue is the first utility tunnel project in Taicang City. The tunnel is 4.23 kilometers long and is constructed with a 3-4 cabin structure. The estimated total investment of the project is approximately 2.192 billion yuan. As the project implementation agency, the Municipal Urban Management Bureau responded to the challenge of model compliance by adopting the "Build-Operate-Transfer" (BOT) franchise operation mode, successfully introducing social capital to participate in the construction and operation of the pipe gallery, and creating a financing model for similar infrastructure projects. From the start of the work to the signing of the agreement with the project company, the Municipal Urban Management Bureau has strengthened coordination and cooperation with various departments, promoted the handling of preliminary procedures, and laid a solid foundation for the project construction.

Deepen the cooperation between the central and local governments and create a new model. The underground utility tunnel of Taicang Avenue, as a key project for deepening the cooperation between the central and local governments, has been included in the major projects of Jiangsu Province in 2022. It is committed to creating a model and benchmark of ecological and environmental protection projects that organically combine the "dual new system" of utility tunnels and sponge cities. At present, the Taicang Avenue underground utility tunnel project is being pushed forward at full speed, and the Xi 'an Road underground utility tunnel project is in the preparatory stage. After its completion, it can make intensive use of underground space, effectively solve problems such as "road zippers" and "spider webs in the air", further enhance the quality of the city and improve its resilience.
